This has more to do with us than we know. You will recognize Netanyahu's name because he was the Finance Minister that was tipped-off before the London Bombings. He is a bitter rival of Ariel Sharon.

What one source did note, however, was that Finance Minister Binyamin
Netanyahu received a call from British police soon after the first explosion,
but before the full extent of the attacks was known, because it had occurred by
the site of a conference at which he was to speak and for which he was about to
depart. After the call from the police to his security staff, Netanyahu stayed
put."

Americans should wake up and pay attention to other countries like they do to us. This is quite odd, and then the challenge.

TEL AVIV, Aug 30 (Reuters) - Israeli Prime Minister Ariel Sharon's bitter rival, Benjamin Netanyahu, launched a bid on Tuesday to topple him as Likud party leader in a power struggle sparked by the evacuation of Gaza settlers.

Likud polls show ex-finance minister Netanyahu would rout Sharon in a primary if it were held soon, stirring speculation Sharon may break away from rightists and forge a new centrist party to run in an election due before November 2006.

"Ariel Sharon has gone a different way, the way of the left. Likud needs leadership that will repair the damage ... to our state. I believe I can do this and will stand for the Likud leadership and premiership," Netanyahu told a news conference.

Likud's hardline Central Committee is expected to stage a primary as early as November, a move that could reshuffle Israel's political deck and lead to an early general election. Sharon, 77, is aiming for a third term.

Netanyahu, 55, prime minister between 1996 and 1999, quit in protest this month over Sharon's evacuation of all 21 Jewish settlements from Gaza and four of 120 in the West Bank under a U.S.-backed plan to "disengage" from conflict with Palestinians.

Netanyahu is the hero of hardline nationalists in a split Likud, saying the pullout will imperil Israel by turning Gaza into an "independent terrorist base" rather than a model for Palestinian statehood as U.S.-led peace mediators hope.

Vice Prime Minister Ehud Olmert, a Sharon loyalist, said Netanyahu at the helm would "put Israel back into international isolation ... and cause friction with the United States -- our great friend -- and hostility with Europe".

At the news conference, Netanyahu said he would be more demanding than Sharon of the Palestinian Authority. "Sharon gave and gave. The Palestinians received and received. And what did we get? Nothing," he said.

SHOWDOWN

The Likud showdown will pit Sharon, a former general known for hardnosed leadership, against Netanyahu, a U.S.-educated master of the soundbite who revived Israel's economy, although he is seen by some as prone to posturing.

Cross-party polls have consistently shown Sharon to be the most popular and respected Israeli leader and more likely to win the next election at the party's helm.

Most Israelis favour Sharon's security strategy, which entails ceding more West Bank settlements as part of any final peace deal with Palestinians but keeping the biggest settler blocs in the territory he sees as strategically vital.

Netanyahu's candidacy also had an immediate impact on Sharon's biggest coalition partner, the centre-left Labour Party, amid speculation it could bolt the government and force an early election if the former prime minister gets Likud's nod.

Ehud Barak, himself an ex-prime minister and now vying for Labour's leadership, called publicly for all candidates in the Labour race to support front-runner and current chairman Shimon Peres in the interests of defeating Netanyahu in a general poll.

Sharon stole a march on Netanyahu's announcement by lambasting him on Monday as someone who quickly "panics and loses his cool" under pressure and calling him unfit to lead Israel in any peace process with Palestinians.

Netanyahu hit back on Tuesday, saying: "What the public wants to know is when will it get a prime minister who stops putting wind in the sails of terrorists and begins to demand things in return for concessions."

Israel removed all 8,500 settlers from Gaza and 500 from the northern end of the West Bank last week. It expects to hand vacated Gaza areas to Palestinian rule after withdrawing troops next month, but will retain control of the northern West Bank.

Salt Lake City Mayor Rocky Anderson called for "the biggest demonstration this state has ever seen" to protest President Bush's appearance Monday before a national veterans convention.
"This administration has been disastrous to the country," Anderson said Friday. "If people could organize and speak out in an effective manner from the reddest state in the country, that would garner a lot of attention."

In an e-mail Wednesday to about 10 activist leaders, the maverick mayor of Utah's capital called for a diverse demonstration to greet Bush when he speaks to the Veterans of Foreign Wars at the Salt Palace Convention Center. The mayor plans to join the protesters. "There should be a collaboration of health-care-provision advocates, seniors, the [gay, lesbian and bisexual and transsexual] community, anti-Patriot Act advocates and other civil libertarians, anti-war folks, pro-Social Security advocates, environmental advocates, anti-nuclear-testing advocates, and anti-nuclear-waste-shipment-and-storage advocates," the mayor wrote in the e-mail.

The mayor's message drew a howl of outrage from Mike Parkin, senior vice commander of Veterans of Foreign Wars Atomic Post 4355 in Salt Lake City. ''Excuse my French, but - that son of a bitch!'' he said. "It makes the mayor look very, very unpatriotic. It makes him look despicable." Parkin said such demonstrations, particularly against the Iraq war, give comfort to America's enemies and will be particularly offensive to the 13,000 to 14,000 veterans gathering at the convention.

"I voted for the son of a bitch and I'll never vote for him again," said the Vietnam War veteran. Anderson disagrees with that measure of patriotism. "Patriotism," the mayor said, "demands that people speak out when we see our government officials acting in such anti-democratic and deceitful ways to the people of our country." He also said: "I don't understand people simply blindly going along with the sort of deceit and utter cruelty of this administration. It's not just we have the right to speak out, but we have the obligation to speak out when we see misconduct on the part of the government. The most patriotic thing we can do is stand up against the misuse of governmental power."

Craig Axford, co-chairman of the Utah Democratic Progressive Caucus, said Anderson's encouragement of demonstrations is appropriate. "I don't think there's anything untoward or radical about that," said Axford, an organizer of a peace rally planned for Pioneer Park, three blocks from the convention center. "For people who appreciate the mayor and appreciate his politics, obviously it will boost our event."

But Joe Cannon, chairman of the Utah Republican Party, said Anderson's encouragement of protests against the president was improper, though typical of the mayor. "What do you expect? It's Rocky. Clearly it's intended to smack the president. As the mayor of the host city, it's at best untoward." Cannon thinks the e-mail will only help the Utah Republican Party. "It's not the worst thing that can happen to remind the people of Utah the kind of things Democrats nationally stand for."

Salt Lake City Councilman Dave Buhler, a Republican, also said the mayor's action was in poor taste. ''I'm disappointed he would do this and use his office to promote his political views, which do not involve the city directly.''

Other city officials can do little, Buhler said, except "apologize for him again, as we are getting pretty good at doing." Anderson, who is scheduled to make welcoming remarks to the conventioneers, says veterans will understand. "The veterans of foreign wars are heroes in my view. To stand up against government misconduct is in no way expressing a lack of support for those who defend our country."

Even though Utah gave Bush his largest margin of victory of any state in the 2000 and 2004 elections, Anderson, a Democrat, wrote in this e-mail: "Don't let him come to Utah and not see huge opposition, even in the reddest state! This would send such an important message." "A tepid response will just send a message of apathy and resignation. Let the Bush administration - and the world - hear from Salt Lake City!"

Meanwhile, peace activists already were gearing up for the president's visit. Erin Davis, a veteran who opposes the war in Iraq, predicted at least 1,000 anti-war activists would begin gathering in Pioneer Park early Monday. The demonstration will be joined by a national group of military families who oppose the war. Anderson plans to participate at Pioneer Park demonstration against the war and is scheduled to speak.

Axford described the rally at Pioneer Park, from 11:30 a.m. to 2 p.m., as a "pro-peace rally." It isn't being held near the Salt Palace, where the president will speak, because organizers didn't want to make the convention attendees feel unwelcome, the mayor said. "We didn't want to invite any kind of confrontation. We wanted to focus on our positive message." That message, Axford says, is: "We'd just like [the president] to explain and justify this war in light of the fact so much of what we were told we were fighting for clearly we weren't fighting for." --- Reporter Heather May contributed to this story.

WASHINGTON (AP) - The FBI would get expanded powers to subpoena records without the approval of a judge or grand jury in terrorism investigations under Patriot Act revisions approved Tuesday by the Senate Intelligence Committee.

Some senators who voted 11-4 to move the bill forward said they would push for limits on the new powers the measure would grant to law enforcement agencies.

"This bill must be amended on the floor to protect national security while protecting Constitutional rights," said Sen. Barbara Mikulski, D-Md.

Ranking Democrat Jay Rockefeller, D-W.Va., supported the bill overall but said he would push for limits that would allow such administrative subpoenas "only if immediacy dictates."
Rockefeller and other committee members, such as Sen. Dianne Feinstein, D-Calif., also are concerned that the bill would grant powers to federal law enforcement agencies that could be used in criminal inquiries rather than intelligence-gathering ones.

Committee Chairman Pat Roberts, R-Kan., said the bill places new checks and balances on the powers it would grant, such as new procedures that would allow people to challenge such administrative orders. He called the Patriot Act "a vital tool in the war on terror" and lauded the Democrats who voted for it in spite of misgivings.

Portions of the Patriot Act - signed into law six weeks after the Sept. 11 attacks - are set to expire at the end of 2005. The bill would renew and expand the act.

The bill also must be considered by the Senate Judiciary Committee, where Feinstein and other Democrats planned to again offer amendments.

Overall, Rockefeller said, the committee gave a nod to most of the Patriot Act in its first few years fighting the nation's new enemies. (ZERO terrorists caught yet marketing data waaay up)

"We concluded that these tools have helped keep America safe ... and should be made permanent," Rockefeller said in a statement.

Still, civil libertarians panned the bill and the closed-door meetings in which it was written.
"When lawmakers seek to rewrite our Fourth Amendment rights, they should at least have the gumption to do so in public," said Lisa Graves, the ACLU's senior counsel for legislative strategy.

"Americans have a reasonable expectation that their federal government will not gather records about their health, their wealth and the transactions of their daily life without probable cause of a crime and without a court order."

Sidelining the CIA A new White House memo excludes CIA director Porter Goss from National Security Council meetings The biggest changes in Washington often come about with just a few strokes of the pen. And so a dry, one-page internal memo quietly issued by the White House is being viewed as a kind of eulogy for the once mighty Central Intelligence Agency. After nearly 60 years at the pinnacle of American intelligence—and at the elbow of Presidents—the CIA director is no longer automatically welcome at the President's National Security Council (NSC) meetings. John Negroponte, the new director of National Intelligence, has taken his chair.

It's the latest evidence that Negroponte is consolidating his power as the nation's intelligence czar. The May 2 memo, obtained by TIME and also reported late last week by GovWatch.com, states that "effective immediately," Negroponte will participate in meetings of the NSC and its domestic counterpart, the Homeland Security Council (HSC). Meanwhile, CIA Director Porter Goss "will attend NSC and HSC meetings at the direction of the President."

That's the polite Beltway equivalent of saying, "Don't call us. We'll call you."

"It's a clear diminution in the authority of the director of CIA," says David Rothkopf, a Clinton Administration official and author of a new book on the NSC. "If you're not in the room, you're not playing an influential role." CIA spokeswoman Jennifer Millerwise says Goss, who was sworn in as CIA chief last September, still attends his share of meetings—and isn't in the game for "face time."

He "is there when he needs to be," says Millerwise. Goss has so far publicly ignored any suggestions that his power has been reduced. Though he is no longer in charge of the President's daily intelligence briefing, Goss supporters say, he is spending more time focusing on needed reforms at the agency, visiting far-flung CIA spooks in the field and looking for ways to fill in gaps in the CIA's human intelligence and analysis.

Seventeen Techniques for Truth Suppression

Strong, credible allegations of high-level criminal activity can bring down a government. When the government lacks an effective, fact-based defense, other techniques must be employed. The success of these techniques depends heavily upon a cooperative, compliant press and a mere token opposition party.

1) Dummy up. If it's not reported, if it's not news, it didn't happen.

2) Wax indignant. This is also known as the "how dare you?" gambit.

3) Characterize the charges as "rumors" or, better yet, "wild rumors." If, in spite of the news blackout, the public is still able to learn about the suspicious facts, it can only be through "rumors." (If they tend to believe the "rumors" it must be because they are simply "paranoid" or "hysterical.")

4) Knock down straw men. Deal only with the weakest aspect of the weakest charges. Even better, create your own straw men. Make up wild rumors and give them lead play when you appear to debunk all the charges, real and fanciful alike.

5) Call the skeptics names like "conspiracy theorist," "nut," "ranter," "kook," "crackpot," and of course, "rumor monger." Be sure, too, to use heavily loaded verbs and adjectives when characterizing their charges and defending the "more reasonable" government and its defenders. You must then carefully avoid fair and open debate with any of the people you have thus maligned. For insurance, set up your own "skeptics" to shoot down.

6) Impugn motives. Attempt to marginalize the critics by suggesting strongly that they are not really interested in the truth but are simply pursuing a partisan political agenda or are out to make money (compared to over-compensated adherents to the government line who, presumably, are not).

7) Invoke authority. Here the controlled press and the sham opposition can be very useful.
8) Dismiss the charges as "old news."

9) Come half-clean. This is also known as "confession and avoidance" or "taking the limited hangout route." This way, you create the impression of candor and honesty while you admit only to relatively harmless, less-than-criminal "mistakes." This stratagem often requires the embrace of a fall-back position quite different from the one originally taken. With effective damage control, the fall-back position need only be peddled by stooge skeptics to carefully limited markets.

10) Characterize the crimes as impossibly complex and the truth as ultimately unknowable.

11) Reason backward, using the deductive method with a vengeance. With thoroughly rigorous deduction, troublesome evidence is irrelevant. For example: We have a completely free press. If they know of evidence that the Bureau of Alcohol, Tobacco, and Firearms (BATF) had prior knowledge of the Oklahoma City bombing they would have reported it. They haven't reported it, so there was no prior knowledge by the BATF. Another variation on this theme involves the likelihood of a conspiracy leaker and a press that would report the leak.

12) Require the skeptics to solve the crime completely. For example: If Vince Foster was murdered, who did it and why?

13) Change the subject. This technique includes creating and/or publicizing distractions.
14) Scantly report incriminating facts, and then make nothing of them. This is sometimes referred to as "bump and run" reporting.

15) Baldly and brazenly lie. A favorite way of doing this is to attribute the "facts" furnished the public to a plausible-sounding, but anonymous, source.

16) Expanding further on numbers 4 and 5, have your own stooges "expose" scandals and champion popular causes. Their job is to pre-empt real opponents and to play 99-yard football.
A variation is to pay rich people for the job who will pretend to spend their own money.

17) Flood the Internet with agents. This is the answer to the question, "What could possibly motivate a person to spend hour upon hour on Internet news groups defending the government and/or the press and harassing genuine critics?" Don't the authorities have defenders enough in all the newspapers, magazines, radio, and television? One would think refusing to print critical letters and screening out serious callers or dumping them from radio talk shows would be control enough, but, obviously, it is not.

LONDON (AP) - Thousands of scientists were scrambling Tuesday at the urging of global health authorities to destroy vials of a pandemic flu strain sent to labs in 18 countries as part of routine testing.

The rush, urged by the World Health Organization, was sparked by a slim, but real, risk that the samples, could spark a global flu epidemic. The vials of virus sent by a U.S. company (bwah? again I ask why for something so minor, why send something so major) went to nearly 5,000 labs, mostly in the United States, officials said.

"The risk is relatively low that a lab worker will get sick, but a large number of labs got it and if someone does get infected, the risk of severe illness is high and this virus has shown to be fully transmissible," WHO's influenza chief, Klaus Stohr, told The Associated Press.

It was not immediately clear why the 1957 pandemic strain, which killed between 1 million and 4 million people - was in the proficiency test kits routinely sent to labs.

It was a decision that Stohr described as "unwise," and "unfortunate."

That particular bug was "an epidemic virus for many years," Stohr said from the U.N. health agency's headquarters in Geneva, Switzerland. "The risk is low but things can go wrong as long as these samples are out there and there are some still out there."

The 1957 strain has not been included in the flu vaccine since 1968, and anyone born after that date has no immunity to it.

Dr. Nancy Cox, chief of the influenza branch at the federal Centers for Disease Control and Prevention in Atlanta, said her agency was notified of the situation Friday morning. She also said officials strongly doubt someone deliberately planted the dangerous germ or that this was an act of bioterrorism.

"It wouldn't be a smart way to start a pandemic to send it to laboratories because we have people well trained in biocontainment," she said.

Most of the samples were sent starting last year at the request of the College of American Pathologists, which helps labs do proficiency testing. The last shipments were sent out in February.

Dr. Jared Schwartz, an official with the pathology college, said a private company, Meridian Bioscience Inc. (VIVO) of Cincinnati, Ohio, is paid to prepare the samples. The firm was told to pick an influenza A sample and chose from its stockpile the deadly 1957 H2N2 strain.

Stohr said U.S. health officials also reported to WHO that some other test kit providers besides the college also used the 1957 pandemic strain in samples sent to labs in the United States.

Almost 99 percent of the labs that got the test kits are in the United States, Stohr said. Fourteen were in Canada and 61 samples went to labs in 16 other countries in Europe, Asia, the Middle East and South America, according to the WHO. Some of the labs outside the United States have already destroyed their samples, he said, and WHO is hoping that the rest of the vials will be destroyed by Friday.

The test kits are used for internal quality control checks to demonstrate that a lab is able to correctly identify viruses or as a way for labs to get certified by the College of American Pathologists.

The kits involve blind samples. The lab then has to correctly identify the pathogen in the vial in order to pass the test. Usually, the influenza virus included in these kits is one that is currently circulating, or at least one that has recently been in circulation.

On March 26, National Microbial Laboratory Canada detected the 1957 pandemic strain in a sample not connected with the test kit. After informing WHO and the CDC of the strange finding, the lab investigated. It informed the U.N. health agency on Friday that it had traced the virus to the test kit.

The WHO then notified the health authorities in all countries that received the kits and recommended that all the samples be destroyed immediately.

Our own U.S. Army devised a plan commissioned by Congress to bring down the WTC using commercial airliners and box cutters as weapons. The laundry list of terrorist warnings handed to the Bush administration prior to 9/11 makes the President and others look like "bumbling idiots or a bunch of conniving criminals" responsible for the mass murders at the Twin Towers and in Afghanistan and Iraq. These are the harsh words of Timothy McNiven, an outspoken critic of the President's handling of 9/11 and a 29-year U.S. Defense Department operative still under contract with the government.

He says not only did the Bush administration purposely ignore Al Q'aida in the months preceding the WTC attacks, but the situation is even more disturbing, considering his military unit way back in 1976 devised a mock terrorist attack of the Twin Towers exactly like what occurred on 9/11. McNiven, who first went public in an affidavit included in a 9/11-related federal conspiracy (RICO) lawsuit filed against Bush and others in 2004, claims his unit was ordered to create the "perfect terrorist plan" using commercial airliners as weapons and the Twin Towers as their target.

The publicized version of the study, commissioned by Congress, was to identify security lapses and submit corrective measures to lawmakers. However, McNiven claims the real purpose of the study was to brainstorm how to pull off the perfect terrorist attack using the exact same 9/11 scenario. The study, commissioned to C-Battery 2/81st Field Artillery, U.S. Army, stationed in Strassburg, Germany in 1976, specifically devised the scenario of the Twin Towers being leveled by Middle Eastern terrorists using commercial airliners and even plastic box cutters to bypass security. To silence critics, McNiven has successfully passed a credible lie detector test regarding his participation in the study as well as other specific orders given to him by his superiors in case of a real attack on the Twin Towers. The head of the 1976 mock terrorist plan was Lt. Michael Teague of Long Island, who McNiven says was given specific orders by higher-ups in the military to use the Twin Towers as the terrorist target. McNiven said he has been unable to contact Lt. Teague, but was interested in his opinion now that "the 9/11 attacks happened the way we planned them in 1976."

"I remember Lt. Teague changed the scenario of the supposed study from a 100 story building to the Twin Towers," recalled McNiven, emphasizing that Lt. Teague was acting on specific orders from unknown superiors. "He then said he thought it was very strange to be asked to devise a plan to blow up your own home town. But as I watched the Twin Towers really collapse on the morning of September 11th, I realized I was watching the very same thing we devised in the 1976." Since that ominous realization, McNiven has devoted his entire life to alerting the American public about the similarities between 9/11 and the 1976 study without much success, his story basically being ignored by politicians and the mainstream media.

"Why am I doing this? Why have I spent every waking hour trying to bring this story to the American people?" asked McNiven, claiming he still is following a strange direct military order given to him more than 25 years ago. "During the course of the terrorist plan we were devising, I made the statement to Lt. Teague that if the WTC was ever attacked like we planned, I'd go public.

I was then physically assaulted and told never to reveal anything we were doing regarding the Twin Towers." However, about a week later a strange turn of events occurred. For no apparent reason, McNiven claims his superiors completely changed their minds.

"I was given the direct order that if the Twin Towers were ever attacked the way we discussed in the 1976 study, I was to do everything in my power to bring the similarities to the attention of the American people.

"I have no idea why they changed their minds, but I was then emphatically told that this order was never to be rescinded - never - because those who would rescind it, would be the very same people who turned against the American people." Besides taking a lie detector to verify his story, McNiven has made public a detailed list of about 40 names of those individuals who took part in the mock terrorist plan, including Col. Robert Morrison, Maj. Joe Dipiero, Sgt. Middleton, Sgt. Arroyo and many others.

"There were also people from the Defense Department and the CIA who were monitoring the study, but I wasn't able to get their names," he added. Some of McNiven's most recent assignments with the Defense Department include work on the Northwest Drug Task Force and various other drug smuggling and weapons trafficking cases.

Recent pronouncements from the Bush Administration and national security initiatives put in place in the Reagan era could see internment camps and martial law in the United States.

When president Ronald Reagan was considering invading Nicaragua he issued a series of executive orders that provided the Federal Emergency Management Agency (FEMA) with broad powers in the event of a "crisis" such as "violent and widespread internal dissent or national opposition against a US military invasion abroad". They were never used.

But with the looming possibility of a US invasion of Iraq/n, recent pronouncements by President George Bush's domestic security chief, Tom Ridge, and an official with the US Civil Rights Commission should fire concerns that these powers could be employed or a de facto drift into their deployment could occur.

On July 20 the Detroit Free Press ran a story entitled "Arabs in US could be held, official warns". The story referred to a member of the US Civil Rights Commission who foresaw the possibility of internment camps for Arab Americans. FEMA has practised for such an occasion.

FEMA, whose main role is disaster response, is also responsible for handling US domestic unrest.From 1982-84 Colonel Oliver North assisted FEMA in drafting its civil defence preparations. Details of these plans emerged during the 1987 Iran-Contra scandal.

They included executive orders providing for suspension of the constitution, the imposition of martial law, internment camps, and the turning over of government to the president and FEMA.A Miami Herald article on July 5, 1987, reported that the former FEMA director Louis Guiffrida's deputy, John Brinkerhoff, handled the martial law portion of the planning.

The plan was said to be similar to one Mr Giuffrida had developed earlier to combat "a national uprising by black militants". It provided for the detention "of at least 21million American Negroes"' in "assembly centres or relocation camps".

Today Mr Brinkerhoff is with the highly influential Anser Institute for Homeland Security.Following a request by the Pentagon in January that the US military be allowed the option of deploying troops on American streets, the institute in February published a paper by Mr Brinkerhoff arguing the legality of this.He alleged that the Posse Comitatus Act of 1878, which has long been accepted as prohibiting such deployments, had simply been misunderstood and misapplied.

The preface to the article also provided the revelation that the national plan he had worked on, under Mr Giuffrida, was "approved by Reagan, and actions were taken to implement it".By April, the US military had created a Northern Command to aid Homeland defence. Reuters reported that the command is "mainly expected to play a supporting role to local authorities".

However, Mr Ridge, the Director of Homeland Security, has just advocated a review of US law regarding the use of the military for law enforcement duties.

Disturbingly, the full facts and final contents of Mr Reagan's national plan remain uncertain. This is in part because President Bush took the unusual step of sealing the Reagan presidential papers last November.

However, many of the key figures of the Reagan era are part of the present administration, including John Poindexter, to whom Oliver North later reported.

At the time of the Reagan initiatives, the then attorney-general, William French Smith, wrote to the national security adviser, Robert McFarlane: "I believe that the role assigned to the Federal Emergency Management Agency in the revised Executive Order exceeds its proper function as a co-ordinating agency for emergency preparedness ... this department and others have repeatedly raised serious policy and legal objections to an 'emergency czar' role for FEMA."Criticism of the Bush Administration's response to September11 echoes Mr Smith's warning.

A European spacecraft now orbiting the moon could turn out to be a time machine of sorts as it photographs old landing sites of Soviet robotic probes and the areas where American Apollo crews set down and explored.

New imagery of old Apollo touchdown spots, from the European Space Agency’s SMART-1 probe, might put to rest conspiratorial thoughts that U.S. astronauts didn’t go the distance and scuff up the lunar landscape. NASA carried out six piloted landings on the moon between 1969 and 1972.

Fringe theorists have said images of the waving flag — on a moon with no atmosphere — and other oddities show that NASA never really went to the moon. No serious scientist or spaceflight historian doubts the success of the Apollo program, however.

"We are observing some of the landing sites for calibration and ground truth purposes," said Bernard Foing, chief scientist of the ESA science program.

Foing told SPACE.com that the SMART-1 orbiter circling the moon has already covered the Apollo 11, 16 and 17 landing sites, as well as spots where the former Soviet Union’s Luna 16 and Luna 20 automated vehicles plopped down. The images have not yet been released.

Detailed search plannedGiven SMART-1’s initial high orbit, however, it may prove difficult to see artifacts, Foing explained. Using its ion engine, the probe has successfully spiraled farther down to an altitude closer to the moon.

Foing said that each Apollo site, where the engine blast of the two-person landing craft stirred up the landscape, could be worthwhile targets for SMART-1 imaging.

"We shall search for them, with measurements not only in black and white, but also in three colors, giving some information about minerals, weathering or [rocket engine] plume disturbance," he said.

SMART-1 operators also plan sequences that keep the probe’s camera specially trained on some landing sites as it sweeps overhead, Foing said. Along with these observations and others, the spacecraft will also be busy gleaning data in preparation for future international lunar exploration missions, he emphasized.

SMART-1 arrived in lunar orbit last November. Last month, ESA announced that the lunar mission would be extended by one year, pushing back the mission's end date from August 2005 to August 2006.

The extension permits stereo measurements of select areas of interest. Doing so, topography maps of specific lunar real estate can be created. Mapping prospective landing sites for future robotic and human missions are possible too.

Why not Hubble?If SMART-1 can get an eyeful, why not use the Hubble Space Telescope to take photos of the Apollo landing sites? Hubble did photograph the moon in 1999.

"Anything left on the moon cannot be resolved in any Hubble image," according to the Space Telescope Science Institute, which operates Hubble for NASA. "It would just appear as a dot."
Meanwhile, the trickiest task that the SMART-1 scientists have set themselves is to use a spacecraft spectrometer to look for the infrared signature of water ice, and perhaps frozen carbon dioxide and carbon monoxide too. Previous missions have provided evidence for water ice tucked away in permanently shadowed polar craters.

Any water on the lunar surface would be very helpful in the creation of permanent bases on the moon, as outlined last year by President Bush. Other nations have moon plans, too.

But to have survived, the water must be in the form of ice in places always hidden from the sun. Such dark places exist, notably in the bottoms of small craters in the moon’s polar regions.

WASHINGTON (CNN) -- The U.S. military is planning a final demonstration Friday night of a ground-based laser system designed to warn pilots who have flown into restricted airspace over the nation's capital.

During the demonstration of the Visual Warning System, a test aircraft will be illuminated with alternating red and green laser lights, said Michael Kucharek, spokesman for the North American Aerospace Defense Command.

"It's an attention-getter, but it's not blinding," Kucharek said. "It's not a distraction. So pilots can still focus on flying the aircraft without endangering anyone or themselves."

NORAD is looking for a cheaper, safer way to let pilots know they've strayed into restricted airspace over Washington.

Currently, fighter jets are scrambled and either intercept unauthorized planes or alert them by dropping flares.

"That's a very costly kind of operation," Kucharek said. "With the Visual Warning System, we wouldn't necessarily have to go to those extremes to get their attention."

A NORAD press release says the lasers are "eye-safe and non-hazardous at all ranges" and are distinct from other light signals used by air traffic control of the Federal Aviation Administration.

Kucharek said the laser would not be visible to other aircraft in the test area or to residents on the ground.

The concept was developed by the Air Force Rapid Capabilities office, whose mission is to get new technology to aid in the war on terror into the field as quickly as possible.
Kucharek said the system will give NORAD "another tool in its toolbox to protect the airspace over the national capital region."

Technical testing of the laser system was completed January 12, and the hardware, software, beam and tracking mechanisms were working properly, he said.

Before the system is implemented, Kucharek said, it will need further FAA approval. Intense briefings of pilots in the region will also be held so that all understand how the system works and how to respond.

For now, the system will be used only over the District of Columbia, he said.

Supporters and apologists for President G.W. Bush will often assail my assertion that the Bush administration has done more to dismantle constitutional protections of our liberties than any president in modern memory. It seems that these people believe that until federal Storm Troopers knock down the doors of their homes and drag them off to the gulags, they have lost no freedoms. Nothing could be further from the truth.

If history is any teacher, it instructs us in the incremental process that elitists use to implement their totalitarian agenda. The first step is to use an incessant, highly orchestrated propaganda. For all practical purposes, the major media in the United States is providing that propaganda. At the national level, there is hardly any investigative journalism going on. Instead, the national press corps has become little more than lazy lackeys for the White House.

The second step is to lay the foundation for totalitarianism by passing legislation that may later be used against the citizenry. And that is exactly what the Bush administration has very successfully accomplished. It very adroitly succeeded where the Clinton administration failed.

For example, most conservatives would be surprised to learn that the Patriot Act and Department of Homeland Security was the brainchild of one William Jefferson Clinton. However, a recalcitrant Republican Congress denied Clinton the opportunity to implement these plans. Of course, with the Republican, G.W. Bush, serving as President, that same Republican Congress was all too eager to pass these bills into law.

The third step is to demonize and marginalize anyone and everyone who opposes the government's plans and ambitions. Such opponents are characterized as "unpatriotic," "obstructionist," "uncompassionate," or even "ungodly." Once again, the Bush minions have very skillfully done just that. Anyone who dares to oppose or even question Bush must be regarded as enemies of America or even as enemies of God.

Of course, the last step is to begin using the power and force of government to physically silence or remove those who are determined to require such treatment. And, as Germany's National Socialists proved, by the time this happens, there is no one around who is capable of coming to the assistance of such people.

For those who are willing to objectively analyze Bush's actions and policies, the truth is clearly seen: this President has systematically put in place laws, policies, and bureaucracies that can, are, and will continue to strip the American citizenry of the constitutional protections of their liberties.

Following are examples of freedoms which President Bush and his fellow Republicans in Congress have already expunged (as reported by the Associated Press):

*FREEDOM OF ASSOCIATION: Government may monitor religious and political institutions without suspecting criminal activity to assist terror investigations.

*FREEDOM OF INFORMATION: Government has closed once- public immigration hearings, has secretly detained hundreds of people without charges, and has encouraged bureaucrats to resist public records questions.

*FREEDOM OF SPEECH: Government may prosecute librarians or keepers of any other records if they tell anyone that the government subpoenaed information related to a terror investigation.

*RIGHT TO LEGAL REPRESENTATION: Government may monitor federal prison jailhouse conversations between attorneys and clients, and deny lawyers to Americans accused of crimes.

*FREEDOM FROM UNREASONABLE SEARCHES: Government may search and seize Americans' papers and effects without probable cause to assist terror investigation.

*RIGHT TO A SPEEDY AND PUBLIC TRIAL: Government may jail Americans indefinitely without a trial.

*RIGHT TO LIBERTY: Americans may be jailed without being charged or being able to confront witnesses against them.
These rights have already been lost! Whether individual Americans have been personally subjected to the resultant tyranny or not doesn't change the fact that they have already lost these freedoms! This fact, alone, should be enough for any studious lover-of-liberty to be outraged!

That good men are compliant and unconcerned regarding G.W. Bush's propensity to trample constitutional freedoms bespeaks a great ignorance or a great apathy, or both!

Nanomedicine's Promise Is Anything but Tiny

It was a small wedding. Very small. But big changes are coming from the marriage of medicine and nanotechnology, the new branch of science that deals with things a few millionths of an inch in size.

Think "tiny medicine," and you probably think "Fantastic Voyage," the 1966 movie (and Isaac Asimov book) about a minuscule medical crew submarining through a patient's circulatory system. In fact, some nanomedicine experts foresee a day when invisibly small robots will cruise through the body looking for signs of disease -- albeit without the added attraction of a neoprene-clad Raquel Welch.

Nanobots" remain imaginary for now, but a number of other futuristic nanodevices are already proving their potential in animal and human experiments. More than 60 drugs and drug delivery systems based on nanotechnology, and more than 90 medical devices or diagnostic tests, are already being tested, according to NanoBiotech News, a weekly newsletter that tracks the field. These examples, drawn from recent scientific publications, offer a glimpse of just how small the field of medicine is getting.

Quantum Dot Diagnostics Quantum dots, also known as "qdots," are bits of material -- silicon, for example -- that are so tiny they are in some cases just a few atoms across. Illuminated by ultraviolet light, they glow very brightly with a specific hue that depends on their size: qdots with diameters of about 2 nanometers (billionths of a meter) glow bright green, for example; 5 nanometer dots glow brilliant red.

Scientists are already using quantum dots as research tools to help them understand how proteins, DNA and other biological molecules catch rides on the various transportation systems inside cells. First they coat some qdots with a material that makes the dots attach specifically to the molecule they want to track, then they inject those coated dots into cells growing in laboratory dishes. Once the dots grab their targets, researchers simply watch the trails of colored light to see where they go.

Qdots shine brighter and longer than conventional dyes used to illuminate the inner workings of cells. And by coating different size qdots so each attaches to a different kind of molecule, scientists can track the movements of many substances in a cell at once by following the various color trails.

Now scientists are developing qdots not just for basic research but to diagnose diseases.
There are scores of proteins and other substances in the body that are early indicators of disease but which are difficult to detect with current technologies. While qdots and other nanomaterials have not been proved safe for use in the body, they are clearly capable of spotting diseases in blood or tissue specimens. Qdots that bind to proteins unique to cancer cells, for example, can literally bring tumors to light.

Nursing Neurons With Nanogels Injured nerves do not regenerate easily, and the little healing that does occur is often inhibited by scar tissue formation. Samuel Stupp and John Kessler at Northwestern University in Chicago are using nanotechnology to overcome those hurdles.

They made tiny rod-like molecules called amphiphiles, each of which is capped by a cluster of amino acids known to spur the growth of neurons and prevent scar tissue formation. The molecules are designed to remain suspended in a few drops of liquid until they come in contact with living cells. At that point they spontaneously arrange themselves like spokes in a wheel, and then further assemble into spaghetti-like nanofibers a few thousandths the thickness of a human hair. The nerve-healing amino acids end up arranged nicely on the fibers' surface.

The nanofibers turn the liquid in which they are suspended into a therapeutic gel, which in experiments with cultured cells spurred neuron growth and inhibited scar formation. Moreover, rats and mice that got injections of the liquid a day after spinal cord injuries were more likely to recover the ability to walk than untreated animals.

The team has also made self-assembling nanofibers bearing amino acids involved in bone healing, which have speeded the recovery of rodents with severe bone injuries.
Blood Test in a Nanotube Among the more curious creations of nanotechnology are carbon nanotubes -- hollow tubes about 1/100,000th the diameter of a human hair, made of interwoven carbon atoms. Because the laws of physics get strange at those scales, they display bizarre electrical and optical properties.

Michael Strano of the University of Illinois and his colleagues are among many scientists developing biomedical applications for nanotubes. They coated the tubes with an enzyme that, in the presence of sugar, makes hydrogen peroxide, which in turn triggers a flow of electrons into the tiny tubes. The electrons make the tubes glow when they are exposed to infrared light -- a reaction unique to nanotubes.

Thousands of these nanotubes can be packed into a hair-like capsule the size of a splinter, which can be painlessly implanted under the skin. The result: a quick and easy way to measure blood sugar. Simply shine infrared light on the tiny implant and then measure, with a handheld device, the intensity of the glow. Strano envisions coated nanotubes being used as implantable biosensors to get continuous readings of a number of medically important measures, such as cholesterol or hormone levels, without ever having to get a drop of blood from the body.

Frying Tumors One of the best ways to destroy a tumor is to burn it. But that is difficult to do without frying nearby healthy tissue, especially when the tumor is deep in the body. Enter "photo-thermal nano-shells," little creations of Jennifer West at Rice University in Houston.
The shells are gold-coated spheres about 130 nanometers in diameter, which means about 15,000 of them could line up across the head of a pin. Metallic spheres of that size are very good at absorbing "near infrared" light -- a variant of the kind of light emitted by television remote controls -- that can harmlessly penetrate several inches into the body.

When West and her colleagues infused her nanoshells into the bloodstreams of mice with cancer, the spheres traveled through the circulatory system and then concentrated around the animals' tumors -- a fortuitous result of the fact that blood vessels tend to be leaky near tumors. Then the team exposed the animals to the near infrared light. The nanospheres quickly absorbed that energy and heated up to about 122 degrees Fahrenheit, cooking the tumors but leaving surrounding tissues unharmed.

Months later, the animals were still cancer-free.
"We can easily get them even hotter than that," West said of the spheres, which later get eliminated by the immune system.

With nearly $10 billion slated for investment in nanotech research this year, nanomedicine is sure to get hotter as well.

THE REMEDY: Better teaching of the Constitution and the rights that it protects, which the study suggests will be embraced by students once they know of them.

AWASHINGTON, Jan. 22 - Somewhere in the shadows of the White House and the Capitol this week, a small group of super-secret commandos stood ready with state-of-the-art weaponry to swing into action to protect the presidency in ways that have never been fully revealed before.

As part of the extraordinary army of 13,000 troops, police officers and federal agents marshaled to secure the inauguration, these elite forces were deployed under a 1997 program that was updated and enhanced after the Sept. 11 attacks, but nonetheless departs from how the military has historically been used on American soil.

These commandos, operating under a secret counterterrorism program code-named Power Geyser, were publicly mentioned for the first time this week on a Web site for a new book, "Code Names: Deciphering U.S. Military Plans, Programs and Operation in the 9/11 World," (Steerforth Press), by William M. Arkin, a former Army intelligence analyst.

The precise number of these Special Operations forces in Washington this week is highly classified, but military officials say the numbers are very small, probably not exceeding a dozen or two.. The special-missions units belong to the Joint Special Operations Command, a secretive command based at Fort Bragg, N.C., whose elements include the Army unit Delta Force. In the past, the command has also provided support to domestic law enforcement agencies during high-risk events like the Olympics and political party conventions, according to the Web site of GlobalSecurity.org, a research organization in Alexandria, Va.

The role of the armed forces in the United States has been a contentious issue for more than a century. The Posse Comitatus Act of 1878, which restricts military forces from performing domestic law enforcement duties, like policing, was enacted after the Civil War in response to the perceived misuse of federal troops who were policing in the South.

Over the years, the law has been amended to allow the military to lend equipment to federal, state and local authorities; assist federal agencies in drug interdiction; protect national parks; and execute quarantine and certain health laws. About 5,000 federal troops supported civilian agencies at the Winter Olympics in Salt Lake City three years ago.

Since Sept. 11, however, military and law enforcement agencies have worked much more closely not only to help detect and defeat any possible attack, including from unconventional weapons, but also to assure the continuity of the federal government in case of cataclysmic disaster.

The commandos here this week were the same type of Special Operations forces who are hunting top insurgents in Iraq and Osama bin Laden in the mountainous wilds of Afghanistan and Pakistan. But under the top-secret military plan, they are also conducting counterterrorism missions in support of civilian agencies in the United States.

"They bring unique military and technical capabilities that often are centered around potential W.M.D. events," said a senior military official who has been briefed on the units' operations.
A civil liberties advocate who was told about the program by a reporter said that he had no objections to the program as described to him because its scope appeared to be limited to supporting the counterterrorism efforts of civilian authorities.

Mr. Arkin, in the online supplement to his book (codenames.org /documents.html), says the contingency plan, called JCS Conplan 0300-97, calls for "special-mission units in extra-legal missions to combat terrorism in the United States" based on top-secret orders that are managed by the military's Joint Staff and coordinated with the military's Special Operations Command and Northern Command, which is the lead military headquarters for domestic defense.

Mr. Arkin provided The New York Times with briefing slides prepared by the Northern Command, detailing the plan and outlining the military's preparations for the inauguration.
Three senior Defense Department and Bush administration officials confirmed the existence of the plan and mission, but disputed Mr. Arkin's characterization of the mission as "extra-legal."
One of the officials said the units operated in the United States under "special authority" from either the president or the secretary of defense.

Civilian and uniformed military lawyers said provisions in several federal statutes, including the Fiscal Year 2000 Defense Department Authorization Act, Public Law 106-65, permits the secretary of defense to authorize military forces to support civilian agencies, including the Federal Bureau of Investigation, in the event of a national emergency, especially any involving nuclear, chemical or biological weapons.

In 1998, the Pentagon's top policy official, Walter B. Slocombe, acknowledged that the military had covert-action teams.

"We have designated special-mission units that are specifically manned, equipped and trained to deal with a wide variety of transnational threats," Mr. Slocombe told the Senate Armed Services Committee. "These units, assigned to or under the operational control of the U.S. Special Operations Command, are focused primarily on those special operations and supporting functions that combat terrorism and actively counter terrorist use of W.M.D. These units are on alert every day of the year and have worked extensively with their interagency counterparts."
Spokesmen for the Northern Command in Colorado Springs and the Special Operations Command in Tampa, Fla., the parent organization of the Joint Special Operations Command, declined to comment on the plan, the units involved and the mission.

"At any given time, there are a number of classified programs across the government that, for national security reasons, it would be inappropriate to discuss," said Bryan Whitman, a Pentagon spokesman. "It would be irresponsible for me to comment on any classified program that may or may not exist."

But the Northern Command document that mentions Power Geyser is marked "unclassified." The document states that the purpose of the Department of Defense's contingency planning for the inauguration is to provide "unity of D.O.D. effort to contribute to a safe and secure environment for the 2005 inauguration."

The Northern Command missions include deterring an attack or mitigating its consequences, and coordinating with the Special Operations Command.

In a telephone interview from his home in Vermont, Mr. Arkin said the military's reaction to the disclosure of the counterterrorism plan and its operating units reflected "the silliness of calling something that's obvious, classified."

"I'm not revealing what they're doing or the methods of their contingency planning," he said. "I don't compromise any sensitive intelligence operations by revealing sources and methods. I don't reveal ongoing operations in specific locales."

Mr. Arkin's book is a glossary of more than 3,000 code names of past and present operations, programs and weapons systems, with brief descriptions of each. Most involved secret activities, and details of many of the programs could not be immediately confirmed.

The book also describes American military operations and assistance programs in scores of countries, from Afghanistan to Zimbabwe. The murky world of "special access programs" and other secret military and intelligence activities is covered in the book, too. Some code names describe highly classified research programs, like Thirsty Saber, a program that in the 1990's tried to develop a sensor to replace human reasoning. Others describe military installations in foreign countries, like Poker Bluff I, an electronic-eavesdropping collection station in Honduras in the 1980's.

Many involve activities related to the survival of the president and constitutional government. The book, for instance, describes Site R, one of the undisclosed locations used by Vice President Dick Cheney since the Sept. 11 attacks.

Site R is a granite mountain shelter just north of Sabillasville, Md., near the Pennsylvania border. It was built in the early 1950's to withstand a Soviet nuclear attack.

The book also describes a program called Treetop, the presidential emergency successor support plan, which provides survivors of a nuclear strike or other attack with war plans, regulations and procedures to establish teams of military and civilian advisers to presidential successors.

A White House spokesman declined to comment on the continuity of government activities cited in the book.

People who advocate that the government declassify more of the nation's official documents said the book would fuel the debate over the balance between the public's right to know and the need to keep more military and intelligence matters secret in the campaign against terror.

"This is part of an ongoing tug of war to define the boundaries of public information," said Steven Aftergood, director of the Federation of American Scientists' Project on Government Secrecy. "There has been a steady withdrawal of information from the public domain in the present administration, and a reluctance to disclose even the most mundane of facts."

BOSTON — One of the 13 Chinese nationals allegedly involved in a terror plot against Boston was in custody and being questioned by authorities on Saturday, FBI sources told FOX News.

Authorities were interrogating Mei Xia Dong about her involvement in a possible terrorist plot (search) against Boston that was made public in an FBI report Friday. Airport and transit authorities responded to the report by boosting security — adding patrols, activating radiation detectors and posting pictures of some of the suspects.

FBI agents were looking into an uncorroborated tip that 16 people — 13 Chinese nationals, two Iraqis and one other person whose nationality was not released — might be planning an attack.

The agency announced Wednesday that it was investigating four Chinese nationals, and a Transportation Security Administration (search) official said later that a security briefing indicated the FBI also was looking for two Iraqis. The number jumped by 10 Thursday "as a result of the ongoing investigation" but did not signal that credible evidence about a plot had emerged, FBI spokesman Joe Parris said.

The 14th person was identified on the FBI's Web site as Jose Ernesto Beltran Quinones, but his nationality was not given.

"Information is still uncorroborated and from a source of unknown reliability and motive," Parris said.

Another federal law enforcement official in Washington, speaking on condition of anonymity because of the ongoing investigation, said the tip was received by the California Highway Patrol (search). The tipster claimed the four Chinese — two men and two women — entered the United States from Mexico and were awaiting a shipment of "nuclear oxide" that would follow them to Boston.

Several radioactive compounds take form as oxides and could be used in a dirty bomb, expert Charles Ferguson said. Plutonium and americium oxides, in the right amounts, would be dangerous to human health, while uranium oxide would be less so, he said.

"They vary in potency," said Ferguson, science and technology fellow at the Council on Foreign Relations in Washington. "If it was plutonium, we could have a problem on our hands."
At Logan Airport, where two of the planes were hijacked for the Sept. 11 terrorist attacks, the tip was being taken seriously, according to Dennis Treece, director of corporate security. The most visible sign was more patrols.

The Massachusetts Bay Transportation Authority, the city's transit agency, also increased security and activated radiation detectors in response to the threat, said Deputy Chief John Martrino. He said the detectors are put in use whenever the city is on higher-than-normal security alert.

Pictures of four Chinese suspects released by the FBI were taped inside booths where subway tokens are sold by transit employees, and operators of underground parking garages started searching vehicles. Dong, the suspect in custody, was not one of the four in the pictures released by the FBI.

Barbara Fisher of suburban Belmont, waiting for the subway at Boston's South Station, said she wondered if she should plan another way to get to her vocational training classes if the subway shut down. But she said she was reassured when authorities said the threat was uncorroborated.
"You can't be too nervous," she said. "I'm not changing my life."

Patrice Diaz-Migoyo, a graduate student at the Massachusetts Institute of Technology, said he believes it's hard to assess threats because of past government intelligence failures and secrecy.
"Do I personally feel threatened? No," he said, standing inside an upscale downtown shopping mall where security is usually tight. "Should I? I have no means to judge."

But he said the news reports brought back memories of the 2001 attacks on New York and Washington.

"My first reaction, because I lived in Greenwich Village on Sept. 11, was annoyance if I happened to be in the two cities that got struck," he said.

The Rev. John R. Odams, pastor of Pilgrim Church, United Church of Christ, in Boston's Dorchester section, said he wasn't worried.

"Emotional terrorism is probably a greater threat to us," he said as he waited for a train. "We need to look at the bigger picture.

"It seems there are so many other dangers in our society that end up getting ignored — housing, homelessness, poverty — that are in some ways more threatening," Odams said.

I offer this only as a hypothesis.

How many billions has the USG spent on defense? Before 9/11?

How much laser research was done? Weren't lasers part of the Stars Wars defense plan?

Okay. From even the truncated and avoidance-laden testimony given to the 9/11 Commission, we learn that SOMETHING was not right in the skies on that fateful day. Not everything that should have been covered was covered.

The implication being, if fighter planes had been scrambled in time to shoot down the hijacked planes, those fighters might actually have shot them down.

Over the last several months, we've read stories about kids and other people aiming little lasers, from the ground, into commercial cockpits. These dime-store gizmos can apparently blind pilots.
The Pentagon never thought of this before 9/11? As a defensive weapon? As a last-ditch effort, this couldn't have been undertaken while the hijacked jetliners were in the sky on 9/11?

Seems to me it wouldn't have been hard to put together a workable laser system long before 9/11. You FLOOD a cockpit with lasers.

Assuming this is true, we have a couple of possible conclusions. As many have said, there were forces at work within the USG, controlling forces, which WANTED those jetliners to reach their destinations. Or, they did try lasers, but the jetliners were flying by remote control, so it made no difference.

Top secret wartime experiments were conducted off the New Zealand coast to perfect a tidal wave bomb believed to be potentially as effective as the atom bomb, a report said yesterday citing declassified files.

Auckland University professor Thomas Leech set off a series of underwater explosions triggering mini-tidal waves at Whangaparaoa, just north of Auckland, in 1944 and 1945, the New Zealand Herald reported.

His work was considered so significant that US defense chiefs said if the project had been completed before the end of the war it could have played a role as effective as that of the atom bomb.

Details of the tsunami bomb, known as Project Seal, are contained in 53-year-old documents released by the New Zealand Ministry of Foreign Affairs and Trade.

Papers stamped "top secret" show the US and British military were eager for Seal to be developed in the post-war years too. They even considered sending Leech to Bikini Atoll to view the US nuclear tests and see if they had any application to his work.

He did not make the visit, although a member of the US board of assessors of atomic tests, Dr. Karl Compton, was sent to New Zealand.

"Dr. Compton is impressed with Professor Leech's deductions on the Seal project and is prepared to recommend to the Joint Chiefs of Staff that all technical data from the test relevant to the Seal project should be made available to the New Zealand Government for further study by Professor Leech," said a July 1946 letter from Washington to Wellington.

Leech, who died in his native Australia in 1973, was the university's dean of engineering from 1940 until 1950.

News of his being awarded a CBE in 1947 for research on a weapon led to speculation in newspapers around the world about what was being developed.

Though high-ranking New Zealand and US officers spoke out in support of the research, no details of it were released because the work was on-going.

A former colleague of Leech, Neil Kirton, told the New Zealand Herald that the experiments involved laying a pattern of explosives underwater to create a tsunami.

Small-scale explosions were carried out in the Pacific and off Whangaparaoa, which at the time was controlled by the army.

It is unclear what happened to Project Seal once the final report was forwarded to Wellington Defense Headquarters late in the 1940s.

The bomb was never tested full scale, and Kirton doubts the public would have noticed the trials.

"Whether it could ever be resurrected ... Under some circumstances I think it could be devastating," he said.

There are technologies on the research table that is used to create electromagnetic effects to release the gravitational effects which can cause this kind massive earth movements.
Another astonishing feature of this earthquake and Tsunami is the amount by which the Kar Nicobar Islands have displaced. The level of devastation simulates 10 or higher Richter scale earthquake.

Was this a show down by a country to show the region what havoc can be created?
We do not have the answers to this. We know many courtiers including India are working on anti-gravity lifters and devices.

No matter what, it can be an experiment that went out of control. If it is not, that is the best news.

But given the level of devastation and given the fact India is a regional power in South Asia, Indian Navy has the obligation to investigate and tell the world what they found.

The cause for these beachings is not known, but Bob Brown, a senator in the Australian parliament, said "sound bombing" or seismic tests of ocean floors to test for oil and gas had been carried out near the sites of the Tasmanian beachings recently.

According to Jim Cummings of the Acoustic Ecology Institute, Seismic surveys utilizing airguns have been taking place in mineral-rich areas of the world’s oceans since 1968. Among the areas that have experienced the most intense survey activity are the North Sea, the Beaufort Sea (off Alaska’s North Slope), and the Gulf of Mexico; areas around Australia and South America are also current hot-spots of activity.

The impulses created by the release of air from arrays of up to 24 airguns create low frequency sound waves powerful enough to penetrate up to 40km below the seafloor. The “source level" of these sound waves is generally over 200dB (and often 230dB or more), roughly comparable to a sound of at least 140-170dB in air.

According to the Australian Conservation Foundation, these 200dB – 230dB shots from the airguns are fired every 10 seconds or so, from 10 meters below the surface, 24 hours a day, for 2 week periods of time, weather permitting.

These types of tests are known to affect whales and dolphins, whose acute hearing and use of sonar is very sensitive.

On December 24th there was a magnitude 8.1 earthquake more than 500 miles southeast of Tasmania near New Zealand, with a subsequent aftershock 6.1 a little later in the morning that same day.

On December 26th, the magnitude 9.0 earthquake struck at the intersection of the Australian tectonic plate and the Indian tectonic plate. This is the devastating tsunami tragedy that we have all heard about in the Indian Ocean. The death toll of this horrific event has reached 120,000 souls and continues to rise.

On December 27th, 20 whales beached themselves 110 miles west of Hobart on the southern island state of Tasmania.

What is interesting about this is that the same place where the whale beachings have been taking place over the last 30 days is the same general area where the 8.1 Australian earthquake took place, and this is the same area where they are doing these seismic tests. Then 2 days after the Australian tectonic plate shifted, the 9.0 earthquake shook the coast of Indonesia.

A great deal of interest and seismic testing has been taking place in this area, as the government of Australia has given great tax breaks to encourage the oil exploration.

Two Geologists that I spoke to felt that it was highly unlikely that these seismic tests would have had enough energy to induce the Australian quake. On the other hand there is strong evidence that suggests that oil exploration activities have induced earthquakes in the past.

Again, I don't claim to be an expert. I'm writing this story to bring attention to some interesting facts, so that those who are experts can investigate this fully.

Port Blair: India's last active volcano, in the Andaman and Nicobar islands, has erupted in the aftermath of the huge earthquake that set off tsunamis killing thousands of people, official sources said on Thursday.

People have been evacuated from Barren Island since the eruption began on Tuesday night and there were no reports of injury.

Lava was flowing out of the rim of the crater which towers above the Indian Ocean some 500 metres (yards) away, the sources said.

Tourists used to visit by boat and the island has a police station.

The volcano, known as Barren 1, is located some 135 kilometres (80 miles)northeast of the capital Port Blair, and last erupted in 1996.

It runs about 150 fathoms deep under the sea and usually gives off smoke. M.M. Mukherjee of the Geological Survey of India told AFP the volcano presents little real danger.

"The risk is minimised because it is surrounded by the sea so if at all there is a lava flow it will roll off into the sea," he said.

The Andamans has reported a series of major aftershocks daily since Sunday's massive undersea quake off Sumatra.

The Andaman and Nicobar Islands are located near a zone of intense tectonic activity. A second volcano, called Narcondam and considered dormant, lies close to Barren Island, which also erupted in 1991 after more than a century of inactivity.

December 28, 2004 -- It hardly raised a ripple when it was reported over the summer, but news that a tsunami could one day hit New York is suddenly getting a second look.

Several months ago, geologists raised concerns that an unstable flank of a volcano in the Canary Islands off the coast of Western Africa could slide into the sea and send giant waves across the Atlantic at the speed of a jumbo jet.

Within three hours, the wave could swamp the west coast of Africa. Within five hours, it could hit southern England, and within 12 hours, it could build up enough force to wipe out the U.S. East Coast, including New York, Washington, Boston and Miami, according to a British researcher.

"Eventually, the whole rock will col lapse into the water, and the collapse will devastate the Atlantic margin," said Bill McGuire, of the Benfield Grieg Hazard Research Center.
"We need to be out there now looking at when an eruption is likely to happen . . . otherwise there will be no time to evacuate major cities."

McGuire said close monitoring of the site might give two weeks warning of the disaster. But that was before funding of the seismology project in the region dried up several years ago.
Scientists at the time of McGuire's August study paid little attention to the warning, largely because the volcano in question has been dormant since 1971, even though it erupts every 20 to 200 years.

Is it just a striking coincidence?

The 9.0 killer earthquake in Asia that unleashed tsunamis killing tens of thousands followed exactly one year to the hour after the Bam, Iran, earthquake that killed 26,000.

On Dec. 26, 2003, a 6.6 quake hit the ancient city of Bam in Iran. While the quake was much smaller than the one that struck near the island of Sumatra Sunday, its epicenter was directly under the city.

On Dec. 26, 2004, the 9.0 quake struck in South Asia. While the death toll will be much higher, most of the destructiveness was the result of the giant waves triggered by the earth's movement under the India Ocean.

The 2003 quake hit at 01:56:52 UTC, while the 2004 quake struck at 00:58:55 UTC – exactly one year, 58 minutes apart.

FBI Probes Laser Beam Directed at Cockpit

Authorities are investigating a mysterious laser beam that was directed into the cockpit of a commercial jet traveling at more than 8,500 feet.

The beam appeared Monday when the plane was about 15 miles from Cleveland Hopkins International Airport, the FBI said.

"It was in there for several seconds like (the plane) was being tracked," FBI agent Robert Hawk said.
The pilot was able to land the plane, and air traffic controllers used radar to determine the laser came from a residential area in suburban Warrensville Heights.

Hawk said the laser had to have been fairly sophisticated to track a plane traveling at that altitude. Authorities had no other leads, and are investigating whether the incident was a prank or if there was a more sinister motive.

In Colorado Springs, Colo., Monday night, two pilots reported green pulsating laser lights shined into their cockpits. Both the passenger plane and a cargo plane landed without problems.

Police dispatched patrol cars and a helicopter to a neighborhood to investigate but found nothing. FBI agents were continuing to conduct interviews, agency spokeswoman Monique Kelso said.

Federal officials have expressed concern about terrorists using laser beams, which can distract or temporarily blind a pilot.

A memo sent to law enforcement agencies recently by the FBI and the Homeland Security Department says there is evidence that terrorists have explored using lasers as weapons. Authorities said there is no specific intelligence indicating al-Qaida or other groups might use lasers in the United States.

In September a pilot for Delta Air Lines reported an eye injury from a laser beam shone into the cockpit during a landing approach in Salt Lake City. The incident occurred about 5 miles from the airport. The plane landed safely.

Lasers are commonly used in a number of industries and are featured in outdoor light shows.
The FAA mandates that laser light shows must register their locations and the lights cannot be directed above 3,000 feet. Lasers are also often used by construction companies to line up foundations.

Interfering with a commercial flight is a felony punishable by up to five years in prison.

A federal law enforcement official said the bureau is investigating one such report in Cleveland and two in Colorado Springs, Colo., as well as three others.

The first three took place on Monday, and all planes involved landed safely. There's no word on when or where the other three incidents occurred, although the official indicated they all happened over the last four days.

In the Cleveland incident, authorities say a laser beam was directed into the cockpit of a commercial jet traveling 300 mph at more than 8,500 feet. The plane arriving from Washington, D.C., was about 15 miles from Cleveland Hopkins International Airport when the beam appeared. An FBI agent said it remained for several seconds, like the plane was being tracked.

The FBI is investigating whether it was a prank or whether there was another motive. Authorities said the laser had to have been fairly sophisticated to track a plane traveling at that altitude.

The FBI believes the laser beam prankster used a laser beam that is common to the construction industry, according to Cleveland TV station WEWS. It is relatively powerful, and is generally used to mark or level job sites before construction begins.

A recent memo sent to law enforcement agencies said there's evidence that terrorists have explored using lasers as weapons. But authorities said there is no specific intelligence showing al-Qaida or other groups might use such weapons in the United States.

Interfering with flight crews is a federal felony. Laser beams can distract or temporarily blind a pilot. A person who is convicted of the crime could face up to 20 years in federal prison.
Federal Aviation Administration regulations mandate that laser light shows must register their locations and the lights cannot be directed above 3,000 feet.

Human activity can cause quakes, but preventing them is harder

Faced with the horrendous devastation of the Indian Ocean catastrophe, it's natural to wonder if there isn't some way not just to improve warning systems, but to actually prevent such giant earthquakes in the first place.

After all, in the winter officials in many mountainous areas prevent big avalanches by triggering smaller ones with explosives, even with military cannon. Threats from forest fires are reduced in some wooded regions by permitting –- or even deliberately setting -– small "controlled burns" to prevent the accumulation of dead brush that would eventually feed a conflagration.
An earthquake is the ultimate result of slow, steady accumulation of tension in rock faces that gradually try to slip past each other, pulled by motions deep inside the Earth. The shear force builds higher and higher and the rocks resist as much as they can. Suddenly, they slip past each other, releasing the energy in seismic bursts.

On land, these shocks are felt as earthquakes; under the ocean, such seaquakes lead to tsunami waves that can cross oceans in hours and then build up in the shallows of a land mass into giant waves.

It turns out that human engineering has already accidentally triggered earthquakes, providing some initial concepts of how a deliberate strategy of tension relief might be implemented. But geologists warn that replacing one big earthquake with a swarm of smaller ones might expose people to much higher total risks -- and that's assuming that such a proposal could surmount the legal and environmental hurdles likely to be put in its way.

Accidental discoveries

People have triggered natural earthquakes through a number of activities on the Earth's surface, most notably in the construction of large water reservoirs. As the weight of water accumulates in such reservoirs, lower rock layers yield to the stress and shift.

A different kind of large pit was behind what is probably the best-known epsiode of human-induced earthquakes. In 1961, the Army drilled a 12,000-foot disposal well at its Rocky Mountain Arsenal in Colorado, northeast of Denver. Beginning in March 1962, waste fluids from arsenal operations were dumped down the well.

Then a funny thing happened: An unusual series of earthquakes broke out in the area. By the end of 1962, there had been almost 200 earthquakes. At first they were small, but in December they damaged several buildings in nearby towns. Over the ensuing five years the quakes increased in frequency and force, and in April 1967 one measured magnitude 5.0.

A connection was soon established between the waste dumping and the earthquakes, and dumping stopped. The quakes continued, however. So the following year, the Army started to withdraw fluid from the well in an effort to reduce the quakes. Sure enough, as the fluid concentration in the deep rocks dropped, the quakes slowed down.

What was happening was that the fluids seemed to lubricate the rock layers that already were under tension. In that sense, the Army didn’t create the earthquakes, it just hurried them along by making it easier for the rocks to slip. Instead of one big quake at some point decades in the future, Colorado experienced a series of smaller quakes.

Could this principle be applied to other more famous fault lines? In theory, deep wells could insert fluids into one segment of a fault line, while other wells at the segment’s ends would suck out fluids thus releasing the tension harmlessly. The process could continue segment by segment as the fault line was tamed, forestalling a massive earthquake sometime in the future.

The flaws in the planThis theory "comes up every few years [but] ... is unfortunately fatally flawed in several ways," according to William Ellsworth, chief scientist of the U.S. Geological Survey's earthquake hazard team.

"First," he said in an e-mail, "it takes 1,000 earthquakes of [magnitude] 6 to release the tectonic forces that go into a [magnitude] 8.” But since those smaller quakes are still serious, it would be better to restrict the force of induced quakes to a magnitude 4 -- which would mean inducing a million smaller earthquakes in order to avoid suffering one giant one.

“Multiply that number by any reasonable estimate of what it would cost to induce one of them, and you are looking at costs far in excess of the expected losses” of the big quake, Ellsworth said.
Furthermore, Ellsworth explained, “there is no guarantee that you could prevent a ‘4’ from growing into a ‘6’-- or even an ‘8’, particularly at the start of the process. So, your good intentions would have a fair chance of inducing the event you hope to avoid.”

Thomas J. Ahrens, a geophysics professor at the California Institute of Technology, agreed with Ellsworth’s warning. Like "Jurassic Park's dinosaurs," he said, such earthquakes "may easily get out of control.”

The idea of deliberate human intervention to prevent big earthquakes is a favorite one of geology enthusiasts on various Internet forums. The webmaster of one of them, http://www.earthwaves.org, noted another problem with such an endeavor: "'Triggering' implies knowledge of the stressed faults, and I'm told we keep discovering new bad ones only when they go off.” The hazard, which other posters agreed on, was that “trying to manipulate a known one seems like it has a serious chance of triggering an unknown one.”

Another big problem to overcome is legal, not scientific. In a 1994 article for the Journal of Environmental Law and Litigation, authors Darlene A. Cypser and Scott D. Davis note that damage from human-induced earthquakes "cannot be excused as an act of God." Thus, liability claims could be pursued based on a number of legal precedents, including tresspass and nuisance law.

Perhaps a hundred years from now, geophysics will have mapped the faults in Earth’s crust and geological engineers will have installed lubrication wells to modulate the tectonic-induced slippage so as to reduce sudden, large shocks. Until then, hurdles both scientific, technological and litigious all stand in the way.

CRAWFORD, Texas - President Bush (news - web sites) spent part of Monday at his Texas ranch monitoring devastation from a deadly earthquake in Southeast Asia — a replay of his post-Christmas vacation last year when he was monitoring damage from an earthquake in Iran.

Bush sent letters of condolence to Bangladesh, Thailand, Sri Landa, Indonesia, India, Maldives and Malaysia — all countries affected by the Sunday earthquake and tidal waves that have killed more than 22,000 people.

"He's been monitoring it very closely," White House spokesman Trent Duffy told reporters at a briefing here. "He's seen some of the images on television."

On Dec. 26, 2003, when Bush was beginning his 2003 post-Christmas vacation here, his advisers were keeping him abreast of an earthquake in southeastern Iran that left more than 26,000 dead.

Bush also spent time clearing brush at his ranch and thinking about what he'll say in his inaugural speech and upcoming State of the Union address.

"Now is a time for him to, sort of, think about how he wants to address the American people," Duffy said, adding that there were no speechwriters at the ranch. "I think the best way to characterize it is there are some initial drafts."

US Defense Department interrogators impersonated FBI agents at the Guantanamo Bay prison to avoid being held accountable when they used ''torture techniques'' on a prisoner held there in the US war on terrorism, according to FBI e-mails made public on Monday.

Another FBI e-mail made available in the same package said that US President George W Bush had issued an executive order authorising a series of harsh methods for interrogations. The White House said no such directive existed and Justice Department and FBI officials echoed the denial.

The documents were made public by the American Civil Liberties Union which obtained them under the Freedom of Information Act.

The Bush administration has been accused of abusing prisoners in Iraq and Afghanistan and in the prison at the Naval base at Guantanamo Bay, Cuba. A number of military personnel have been charged.

FBI e-mails dating from December 2003 and January 2004 complained of ''DOD (Department of Defense) interrogators impersonating Supervisory Special Agents of the FBI'' at Guantanamo.

A December 5, 2003, e-mail said that ''these tactics have produced no intelligence of a threat neutralisation nature'' and that the ''techniques have destroyed any chance of prosecuting this detainee.'' ''If this detainee is ever released or his story made public in any way, DOD interrogators will not be held accountable because these torture techniques were done (by) the 'FBI' interrogators. The FBI will (be) left holding the bag before the public,'' the e-mail said.

The impersonation ''was approved by the Dep Sec Def,'' a January 21, 2004, e-mail stated, referring to Deputy Defense Secretary Paul Wolfowitz, the Pentagon's No 2 official.

OLYMPIA, Wash. - The head of the state Democratic Party said late Tuesday that recount results from King County give Democrat Christine Gregoire an eight-vote victory in the closest governor’s race in state history.

Neither King County nor the Republican party could confirm the hand recount results on Tuesday night. But if the Democrats’ analysis is correct, it’s a stunning reversal in the gubernatorial race, which has been hotly contested ever since election day.

Republican Dino Rossi won the first count by 261 votes and won a machine recount by 42 votes, out of 2.9 million ballots cast. The hand recount did not include the 700-plus ballots cast in heavily Democratic King County that could widen any Gregoire lead if the state Supreme Court allows them to be counted.

“We’re confident Christine Gregoire has been elected the governor of the state of Washington,” Democratic Chairman Paul Berendt said. “I believe Dino Rossi should concede.”

Berendt and Democratic party officials reached their conclusion after crunching numbers supplied by King County. The county has finished tallying its 900,000 ballots, but election officials said they still need to reconcile differences in the precinct totals.

“We are not releasing our results until tomorrow at 3:30 p.m.,” said King County Elections spokeswoman Bobbie Egan, who confirmed that both parties received the recount data Tuesday.

Rossi spokeswoman Mary Lane said Republicans are also looking at the data but had not drawn any conclusions. “It’s just too close to call,” she said.

The Rossi camp has said that if it lost the third count it might challenge the election in court, and Republicans were already preparing for a possible legal challenge. Gregoire had promised to concede if she lost the recount.

State Supreme Court to weigh in (another bush v gore supreme joke on a governor scale?)
Berendt’s contention that the race had been decided came one day before the state Supreme Court was to hear arguments on whether King County — which is solidly Democratic — should be allowed to add to its recount 723 ballots that weren’t counted originally because of mistakes made by county election workers.

A Pierce County judge on Friday granted the state Republican Party’s motion for a temporary restraining order to stop King County from counting those newly discovered ballots, which were not included in the hand recount. However, the case may be moot if it proves true that Gregoire holds a lead — and that lead stands.

Seven justices will hear the case, which was brought before the court by King County, the state Democratic Party and the Secretary of State. Three of the regular nine justices are out of town on previously scheduled trips, and one temporary judge will join the court.

About 350 people gathered Tuesday in front of the Supreme Court to show support for Rossi at a rally sponsored by KVI-AM, a conservative talk-radio station.

The crowd chanted “No new votes!” and “No more fraud!” They held signs saying “Welcome to Ukraine” and wore orange, a tribute to the signature color of demonstrators in Ukraine who protested a fraud-marred election there.

"The flashlight led us into Borders bookstore, up an escalator and out to Church Street. There were explosions going off everywhere. I was convinced that there were bombs planted all over the place and someone was sitting at a control panel pushing detonator buttons. I was afraid to go down Church Street toward Broadway, but I had to do it. I ended up on Vesey Street. There was another explosion. And another. I didn't know where to run."

Dec. 13 (Bloomberg) -- Police officers don't have to give a reason at the time they arrest someone, the U.S. Supreme Court said in a ruling that shields officers from false-arrest lawsuits.
The justices, voting 8-0, threw out a suit against Washington state police officers who stopped a motorist and then told him he was being arrested for tape-recording their conversation. Although the recording was legal, the high court said the arrest was valid because the man could have been arrested instead for impersonating a police officer.

In an opinion for the court, Justice Antonin Scalia said the officers didn't have to provide a reason for arresting the man at all, as long as they had probable cause to do so.
``While it is assuredly good police practice to inform a person of the reason for his arrest at the time he is taken into custody, we have never held that to be constitutionally required,'' Scalia wrote.

The decision was one of five issued by the court today in Washington. In a second unanimous ruling, the court said the Florida Supreme Court was wrong to set aside a death penalty verdict on the grounds that the defense lawyer didn't obtain explicit client authorization to concede guilt and focus on the penalty phase of the trial.

Justice Ruth Bader Ginsburg, writing for the high court, said that factor didn't automatically render the lawyer's performance deficient and warrant a new trial in the murder case.

The city's Department of Investigation took two days of testimony from Frank DiTommaso, the owner of the company, Interstate Industrial Corporation. It also formally interviewed Mr. Kerik himself. Though it is not clear what he told the investigators, there is no indication that Mr. Kerik did anything illegal or improper.

A spokesman for the Department of Investigation declined to comment yesterday when asked whether any of the information concerning Mr. Kerik and Interstate Industrial had been shared at the time with any other city officials.

But Rudolph W. Giuliani said in an interview yesterday that none of those facts were brought to his attention in August 2000 when, as mayor, he appointed Mr. Kerik as New York's top police official. And there was no indication that the White House was aware of the findings before it nominated Mr. Kerik to take over the Department of Homeland Security on Dec. 3, a nomination that has now been withdrawn.

If neither Mr. Giuliani nor the White House learned of Mr. Kerik's friendship with Mr. DiTommaso, or of the city investigation that at least briefly explored those ties, their lack of knowledge would raise questions about the background check that preceded Mr. Kerik's nomination for the Homeland Security post.

As a staff writer for the Mercury News from 1989 to 1997, he exposed freeway retrofitting problems in the 1989 Loma Prieta earthquake and wrote stories about the Department of Motor Vehicles' computer software fiascos.

Mr. Webb was perhaps best known for sparking a national controversy with a 1996 story that contended supporters of a CIA-backed guerrilla army in Nicaragua helped trigger America's crack-cocaine epidemic in the 1980s.

The "Dark Alliance" series in the Mercury News came under fire by other news organizations, and the paper's own investigation concluded the series did not meet its standards. Mr. Webb resigned a year and a half after the series appeared in the paper. He then published his book, "Dark Alliance: The CIA, the Contras and the Crack Cocaine Explosion." In the past few years, Mr. Webb worked in the California Assembly Speaker's Office of Member Services and for the Joint Legislative Audit Committee.

The committee investigated charges that Oracle received a no-bid contract from Gov. Gray Davis. After being laid off from his legislative post last year, Mr. Webb was hired by the Sacramento News and Review, a weekly publication. Tom Dresslar, a spokesman for state Attorney General Bill Lockyer who has known Mr. Webb for more than a decade, was distraught Saturday when he heard that his friend may have taken his own life. "He had a fierce commitment to justice, truth and cared a lot about people who are forgotten and society tries to shove into the dark corners," Dresslar said. NEW YORK - A "heartbroken" and "embarrassed" Rudy Giuliani personally took some blame Saturday over the withdrawal of Bernard Kerik as the choice for Homeland Security boss.
"I apologized" to White House chief of staff Andrew Card, Giuliani told a crush of reporters at a Times Square press conference Saturday.

"I told him that this is our responsibility. ... It's an embarrassment to me and to Bernie and to those of us that supported him because we should have found this out earlier."
But he shot down the perennial question of whether he'd step up if asked to fill in as Kerik's replacement, even as some Washington officials whispered that "America's mayor" would have been a better choice.

Kerik's pullout just a week after winning Bush's nomination to the crucial post is the first major embarrassment for Giuliani since leaving office a hero after the Sept. 11, 2001, attacks. But most political watchers predicted any harm to Giuliani would be short-lived and wouldn't affect a potential 2008 presidential run.

Sunday, Giuliani heads to Washington as a White House dinner party guest with President Bush.

White House spokeswoman Jeanie Mamo jabbed at Kerik Saturday while defending administration vetting practices, saying, "As Mr. Kerik admitted himself, he should have brought this to our attention sooner."

Giuliani conceded Kerik was asked early on whether he had a nanny issue - trouble that has plagued other nominees - but told federal screeners "he didn't believe he had a problem there."
Giuliani - known for his loyalty to his inner circle - stuck by his former top cop and business partner.

"He made a mistake," Giuliani said. "I am heartbroken, for Bernie, for the president. ... He was about as qualified as you can be for this job. This doesn't take away from Bernie's heroism, this doesn't take away from his decency."

It was a stunning turn of events from just nine days earlier. There were reports Giuliani personally lobbied for Kerik, and the appointment had been a significant demonstration of Giuliani's clout and proof of Bush's campaign debt to both.

With news reports questioning some of Kerik's history, there'd been speculation among some Homeland Security staffers that Kerik would not clear the nomination process. But one source had said they started to think otherwise "when we saw Hillary Clinton gave him the okay."
But with Kerik's disclosure, Giuliani said: "It would have been a very bitter, difficult battle." Sens. Chuck Schumer and Clinton, D-N.Y., said Saturday they were disappointed by the developments.

Kerik's withdrawal is the deepest pothole the White House has hit retooling the cabinet. But aides said Bush could name a new nominee as soon as Monday. That list includes longtime Bush loyalist and former Federal Emergency Management Agency chief Joe Allbaugh, Homeland deputy Asa Hutchinson, Environmental Protection Agency head Mike Leavitt and Bush homeland security adviser Fran Townsend.

Sen. Susan Collins, R-Maine, who chairs the committee overseeing homeland security, said Bush should consider reaching across the aisle and tap Sen. Joe Lieberman, D-Conn.
Political observers had mixed reactions about the impact of the Kerik debacle on Giuliani.
"Rudy was either reckless or misinformed, and neither of those are presidential qualifications," GOP strategist Nelson Warfield said.

Others said long-term fallout seems unlikely. "Look, he got somebody in the cabinet and the guy turned out to be a complete bust," widely followed University of Virginia Prof. Larry Sabato said. "But I doubt that will have any long-term implications for Giuliani. He's still the hero for 9-11. Kerik can't change that."

Do the Republicans not really want freedom but want tight, communist like control, over their "free markets"? China is only winning this battle because they keep their currency low, their people enslaved and have grown their exports with industry. Not to mention the Billion people.

One year
ago I wrote about the precipitous decline in the value of the U.S. dollar
against other world currencies, a decline that continues unabated today. A Euro
note worth only 89 cents shortly after its introduction was worth about $1.16 at
the end of 2003. Today it’s worth $1.33. In fact, the dollar has fallen to an
all-time low against the Euro, and a 12-year low against the British pound.
Since 2000, the dollar has lost 30% of its value.

Gold, by contrast, has
surged 70% in the same period. The New York Times last week acknowledged that
gold “was now a more favored currency than the U.S. dollar.” As analyst Harry
Schultz points out, when gold prices are low the financial press calls gold a
commodity. When prices are high, they call it a currency. Investors cannot afford to sit idly by while their dollar accounts lose another 30% in value, so the rise in demand for gold is hardly surprising.

The world financial markets are betting against the dollar. Our creditors, particularly Asian central banks, are losing their appetite for U.S. Treasuries. Our federal government’s huge debt and voracious appetite for deficit spending make our economy dependent on the actions of foreign governments and central bankers. Yet few Americans realize the extent to which their own government has sold out American sovereignty by borrowing money overseas.

Washington seems oblivious to the
problem. Our current account deficit is roughly 6% of GDP, and our total foreign
indebtedness is over $3 trillion. We borrow $1.8 billion every day!
Unfortunately, our politicians and the public will ignore the problem until the
combination of dollar inflation, price inflation, and higher interest rates
brings the borrowing frenzy to an end. Americans, like their government, seem to
have lost the ability to live within their means. When their standard of living
falls, however, they will look for someone to blame in Washington.

The consequences of a rapidly declining dollar are not yet obvious to the American
public. A trip to Europe costs more than it did a few years ago, but most
Americans still don’t sense they are becoming poorer as the dollar falls. The
long-term significance has not yet begun to sink in. However, our relative
wealth as a nation is measured in dollars, and the steady erosion of the value
of those dollars means we will all be poorer in the future. Federal Reserve
chairman Alan Greenspan has relentlessly increased the money supply throughout his tenure, ostensibly to keep the economy expanding. But this artificial stimulation through cheap money comes with a price. When dollars are abundant,
they are worth less. This is the reality facing Americans today, especially
older Americans who rely on savings to finance their retirement
years.

In a sworn affidavit Monday, a former programmer for a NASA contractor said that he developed a vote-rigging prototype at the request of a then-Florida state representative who is now a member of the U.S. House of Representatives.

RAW STORY acquired the affidavit from The Brad Blog, which has been in contact with the programmer in Washington.

While working for Yang Enterprises in Florida, the 46-year-old programmer says he was instructed by then-Republican state representative Tom Feeney to “develop a prototype of a voting program that could alter the vote tabulation in the election and be undetectable.”

Feeney, a former failed running mate of Gov. Jeb Bush, now represents Florida’s 24th district in the House of Representatives. At the time, he was serving both as general counsel and lobbyist for Yang Enterprises and the Florida state congressman.

Feeney’s office in Orlando told RAW STORY they would check with the congressman and hoped to provide comment later today. A second call was placed this afternoon; the congressman’s press secretary was said to be “unavailable.”

A receptionist at Yang Enterprises said she would pass a message along to a vice president, who she said would return the call.

“They will give you a comment,” she said.

The programmer, Clinton Curtis, said that he was told the program needed to be “touch-screen capable, the user should be able to trigger the program without any additional equipment, [and that] the programming was to remain hidden even if the source code was inspected.”

Curtis asserts that he told Feeney it would be nearly impossible to write a code to change the voting results if anyone were able to view the source code.

“However,” he added, “if the code were compiled before anyone was allowed to review it then any vote fraud would remain invisible to detection.”

Nevertheless, he says that he was asked at the meeting by Yang to build the prototype anyway.

Curtis states he initially believed that Feeney’s sought to stop Democrats from using such a program and “wanted to be able to detect and prevent that if it occurred.”

It was not until after the prototype was delivered that he says he got wind of its possible, more nefarious usage.

According to his affidavit, Yang, his employer, later informed him that the software might be used to “control the vote in South Florida.” He says that he would never have developed the software had he known its alleged ultimate purpose.

Curtis details his claims on the fraud program in the affidavit:

In the vote fraud prototype that I created things are not what they seem. Hidden on the screen are invisible buttons. A person with knowledge of the locations of those invisible buttons can then use them to alter the votes of everyone before them. By clicking the correct order of invisible buttons the candidate selected by the user is compared to other candidates within that same race. If the candidate they selected is leading the race nothing happens. If the other candidate is leading the race the vote totals are altered so that the selected candidate is now leading the race with 51% of the vote. The other candidates then share the remaining 49% in exact proportion to the totals they had previously. In the prototype supplied to Feeney the vote totals show on the screen. In an actual application the user would receive no visible clues to the fraud that had just occurred. Since the vote is applied by race, any single race or multiple races can be altered. The supervisors or any other voter would never notice this fraud since no visible sign would appear. Additionally, the procedure could be repeated as many times as was necessary to achieve the desired results. No amount of testing or simulations would expose the fraud as its activation and process is completely invisible to everyone except the person programming the vote fraud routine.

The same procedure could be automated to activate without any user intervention whenever the machine detects a certain pattern of voting. The algorithm could also be altered from hidden keys or triggers that would allow the fraudulent user to manipulate both the margins and percentages of any particular race. In most national elections it is not necessary to win every area.

Yang Enterprises is currently under investigation by the FBI. Curtis has filed a suit with the state alleging the the firm also overbilled the state on
another contract, and his report of an illegal alien resulted in the arrest of a Chinese national in March who is accused of sending information on radar guidance chips for the U.S. Hellfire missile to China.

Curtis’ affidavit has been turned over to the U.S. House Judiciary Committee for further investigation.

AVENTURA, Florida (AP) -- A decades-old cargo plane went down in a lake in a Miami suburb Saturday, but the pilot and co-pilot climbed onto the fuselage and were plucked to safety by rescuers.

The Miami Air Lease plane -- with the words "Eelect (sic) George W. Bush" running the length of the fuselage -- had trouble with one of its two engines shortly after takeoff, said company office manager Alina Nodarse.

The pilots tried to return the Convair CV-340 to the Opa-locka airport about seven miles away but couldn't make it and splashed down in Mall Lake, said Federal Aviation Administration spokesman Chris White. The lake is surrounded by condominium towers.

"They landed there like that to avoid the buildings," Nodarse said after the rescued pilots checked in by phone.

Pilot Alejandro Bristol and co-pilot Dennis Villavicencio climbed onto the fuselage, and one of them walked the length of the plane before being rescued by boat. The Coast Guard responded along with local police and fire crews.

Nodarse said both pilots are experienced and have been with the 35-year-old, family-owned cargo carrier for many years. Nodarse said the family is Republican and the pro-Bush message was painted on shortly before the election.

Half of the fuselage and the tips of the propellers were sticking out of the water minutes after the crash landing and pleasure boaters began to gather around.

Boat crews planned to surround the plane with an inflatable dike to contain any leaking oil. Trapped air was keeping the plane afloat, and emergency crews hoped to keep it from sinking by propping it up with air bags.

Nodarse believed the plane was carrying a load of luggage to Nassau, Bahamas. Convairs began flying in the 1940s.

Plane crash kills 3; was to pick up ex-president Bush

CNN) -- A plane that had been scheduled to take former President George H.W. Bush to Ecuador crashed Monday morning in Houston, Texas, killing all three crew members.

"'I was deeply saddened to learn of the plane crash this morning," Bush said in a written statement released shortly after the crash. "I've flown with this group before and knew them well. I join in sending my heartfelt condolences to each and every member of their families."

The cause of the crash -- just south of Hobby airport -- was not immediately known. Television station KHOU reported that the plane had apparently clipped a light pole prior to the crash.

The aircraft, a Gulfstream-II jet, departed from Love Field in Dallas and crashed on approach, one-and-a-half miles from the airport, shortly after 6 a.m. (7 a.m. ET).

It burst into flames when it hit the ground, and fire crews rushed to the scene. Jack Williams of the Houston Fire Department said no one on the ground was hurt.

Roger Smith, spokesman for the Houston airport system, said visibility Monday morning was "not ideal," but not poor enough to alter operations. Video from the time of the crash showed some fog and haze.

The Federal Aviation Administration is investigating the incident, as it does with all crashes.

Bush canceled his Monday trip to Ecuador, where he was going to speak as part of a lecture series, said his spokesman, Tom Frechette.

FAA spokesman Roland Herwig said the plane is owned by Jet Place Inc. of Tulsa, Oklahoma.

MOSCOW - The head of a parliamentary commission investigating the September hostage seizure at a school in southern Russia said there is evidence of involvement by a foreign intelligence agency, the Interfax news agency reported Saturday.

The statement was the latest of several in which Russian officials and politicians have alleged foreigners were involved in the Sept. 1-3 attack on a school in the southern town of Beslan, which ended in bloody chaos and left more than 330 people dead, many of them children.

"For the moment the evidence that we have of this involvement is indirect, so I consider it premature to name exactly which special service it is," Interfax quoted commission head Alexander Torshin as saying. Russians refer to intelligence and security agencies as special services.

Torshin, deputy speaker of the Federation Council, Russia's upper parliament house, said that "when we gather enough convincing evidence, we won't hide it."

Russian officials initially said the attackers killed at the school included nine or 10 Arabs, but they never provided any proof. Shamil Basayev, a Chechen warlord who claimed responsibility for the raid, said his militants who seized the school included two Arabs.

Russian President Vladimir Putin and other officials have cast the hostage seizure as part of a war against Russia by international terrorists - not a product of the Kremlin's military campaign in Chechnya, where officials said several of the attackers were from.

Many Russian officials have accused foreign countries, particularly in the West, of double standards on terrorism. In a televised address after the attack, Putin suggested some Cold War throwbacks in the West who are bent on weakening Russia aid terrorists.

A South Korean woman paralyzed for 20 years is walking again after scientists say they repaired her damaged spine using stem cells derived from umbilical cord blood.

Hwang Mi-Soon, 37, had been bedridden since damaging her back in an accident two decades ago.

Last week her eyes glistened with tears as she walked again with the help of a walking frame at a press conference where South Korea researchers went public for the first time with the results of their stem-cell therapy.

They said it was the world's first published case in which a patient with spinal cord injuries had been successfully treated with stem cells from umbilical cord blood.

Though they cautioned that more research was needed and verification from international experts was required, the South Korean researchers said Hwang's case could signal a leap forward in the treatment of spinal cord injuries.

The use of stem cells from cord blood could also point to a way to side-step the ethical dispute over the controversial use of embryos in embryonic stem-cell research.

"We have glimpsed at a silver lining over the horizon," said Song Chang-Hoon, a member of the research team and a professor at Chosun University's medical school in the southwestern city of Kwangju.

Chavez from power last weekend resurrects fears about US ambitions in the
hemisphere.

It also also deepens doubts about policy in the region being
made by appointees to the Bush administration, all of whom owe their careers to

Abrams, who gave a nod to the attempted Venezuelan coup, has a conviction for

administration has tried to distance itself from the coup. It immediately
endorsed the new government under businessman Pedro Carmona. But the coup was
sent dramatically into reverse after 48 hours.

Now officials at the
Organisation of American States and other diplomatic sources, talking to The
Observer, assert that the US administration was not only aware the coup was
about to take place, but had sanctioned it, presuming it to be destined for
success.

The visits by Venezuelans plotting a coup, including Carmona
himself, began, say sources, 'several months ago', and continued until weeks
before the putsch last weekend. The visitors were received at the White House by
the man President George Bush tasked to be his key policy-maker for Latin
America, Otto Reich.

A pilot flying a Delta Air Lines jet was injured by a laser that illuminated the cockpit of the aircraft as it approached Salt Lake City International Airport last week, U.S. officials said.

The plane's two pilots reported that the Boeing 737 had been five miles from the airport when they saw a laser beam inside the cockpit, said officials familiar with government reports of the Sept. 22 incident. The flight, which originated in Dallas, landed without further incident at about 9:30 p.m. local time.

So I guess if you had this you could also shoot down planes like missles, maybe taking out their cockpit or engines? This is a hugely powerful precision weapon.

A completely autonomous vehicle designed to rendezvous with a satellite is set to launch into orbit Tuesday. The NASA mission aims to test technologies that will eventually allow the docking of spacecraft and the fixing of satellites with no human intervention - crucial for ambitious plans to explore the solar system.

Russia uses automated technology to dock its Soyuz spacecraft and Progress cargo vehicles to the International Space Station. And Europe and Japan are developing self-directed steering and mooring capabilities.

But the US still relies on astronauts to park the space shuttle. "With all of the exploration vision activities of going to the Moon and Mars, a critical element of that is being able to do autonomous rendezvous and docking," says Frank Bauer, an engineer at NASA's Goddard Space Flight Center in Greenbelt, Maryland. He says cargo would probably be transported to these destinations in stages, with stops in low-Earth orbit and again at outposts near the destination.

Now, NASA is taking the first step towards that goal with DART - Demonstration of Autonomous Rendezvous Technology. The spacecraft is fitted with GPS and lasers to home in on an experimental communications satellite already in orbit.

The 1.8-metre-long vehicle will take off in a carrier plane from California's Vandenberg Air Force Base at 1113 Pacific Daylight Time (1913 British Summer Time) on 26 October. At a height of 12 kilometres, it will drop away from the plane and then soar to an altitude of 500 km on a Pegasus rocket.

Many conservative Christians regard President G. W. Bush as a political messiah, however many of his policies more resemble a personality at the other end of the theological pendulum. For example, the Associated Press reported last week that Bush's Food and Drug Administration has approved computer chips for humans.

According to the AP, "Medical milestone or privacy invasion? A tiny computer chip approved Wednesday [October 13, 2004] for implantation in a patient's arm can speed vital information about a patient's medical history to doctors and hospitals. But critics warn that it could open new ways to imperil the confidentiality of medical records.

"The Food and Drug Administration said Wednesday that Applied Digital Solutions of Delray Beach, Fla., could market the VeriChip, an implantable computer chip about the size of a grain of rice, for medical purposes.

"With the pinch of a syringe, the microchip is inserted under the skin in a procedure that takes less than 20 minutes and leaves no stitches. Silently and invisibly, the dormant chip stores a code that releases patient-specific information when a scanner passes over it."

For students of the Scriptures, this sounds eerily familiar to the prophesied "Mark of the Beast." This mark is to be given to followers of the Anti-Christ during the coming Great Tribulation. According to Scripture, such a mark is to be placed in or under the skin of a person's forehead or hand.

Could Bush's approval of Digital Solutions' implantable computer chip be the harbinger of the coming "Mark of the Beast?" And if so, where does the President fit in regarding the fulfillment of Bible prophecy? Could President Bush actually be instrumental in starting a prophetic chain of events that will ultimately lead to the rise of a global evil empire opposed to the Lord Jesus Christ? Obviously, these questions, and the very premise of them, are open to wide speculation among Christians and Bible scholars.

However, one thing does appear clear to me: again and again the policies and practices of President G. W. Bush seem to be diametrically opposed to his Christian rhetoric. Furthermore, it is also obvious that there are very few Christians who even seem to notice. Then again, perhaps they, too, have found their place in prophecy.

"Engineers have gone up there and inspected" the building, Briceno said, adding that "it is very solid."

Neighbors of the 56-story, 730-foot office tower were allowed to return to their residential buildings in downtown Caracas' Parque Central complex Sunday afternoon, but firefighters expected to work through the night to extinguish the last flames and keep them from spreading.

The blaze began before midnight Saturday on the 34th floor of the East Tower in the complex, Briceno said. By Sunday afternoon, it had burned for more 17 hours and spread over 26 floors, reaching the roof. The complex was built in 1976 and is considered a Caracas landmark.

WTC7, there goes the official story. WTC7 went down cleanly after they decided to "pull it" stated Silverstein the leasor, about same size in floors. I think its time for a more thorough investigation now that we are more aware now. WTC1 and 2 went down in less than an hour, granted a plane hit them.. WTC7 is the only steel building in history, to collapse under fire.

The military will build a mock settlement to teach soldiers how to confront armed settlers, some of whom could be violent, the Yediot Ahronot daily reported.

Sharon is facing intense opposition to his "unilateral disengagement" from the Palestinians, which would remove thousands of settlers from their homes 8,200 in Gaza and 600 in four small communities in the northern West Bank.

Brazil's navy, which launched the South American nation's nuclear program in the 1980s, said in a statement that it "denies any type of link with Pakistan regarding the development of Brazilian centrifuges."

Brazil's Ministry of Science and Technology said it "objects to news accounts attributed to anonymous sources without the support of any institution or country and that try to link decades of scientific development and technologies to obscure procedures or to international scandals."

Henry Sokolski, a former Pentagon (news - web sites) official who now runs the Non-Proliferation Policy Education Center think tank in Washington, told AFP Friday that Brazil's centrifuges look similar to a type sold by Khan's network, which supplied Iran, Libya and North Korea (news - web sites).

The soldiers won that war and Johnson was doing ok in a nearly impossible war being funded by many nations against us, the cause was noble and I thank every soldier and military service in that war.
Lincoln was also previously a Whig and is arguably a Democrat as the support of abolishment of slavery in the Civil War victory and the North/South image of Democrats and Republicans today respectively.
I do give props to Reagan and Gorbachev for being liberal and progressive about the Cold War, that war would have been the end if carried out.. but read on.. NO actual battle has been won by a Republican other than civil war although Lincoln was really a Democrat supporting the Union and against opression, progressive is you ask me.

Why is anyone voting for Republicans unless you are part of the club cashing in? Oh really that many of you are paid off or do they just have you fearing your gun rights that no American would allow them to take away. I think that Constitution is more with the Democrats here.

chores of running the country, they tend to think of the economy and stock
market as Republican domain and delegate softer issues, like the environment, to
Democrats.
But Democrats, it turns out, are much better for the stock market
than Republicans. Slate ran the numbers and found that since 1900, Democratic presidents have produced a 12.3 percent annual total
return on the S&P 500, but Republicans only an 8 percent
return. In 2000, the Stock Trader's Almanac, which slices and dices Wall Street
performance figures like baseball stats, came up with nearly the same numbers
(13.4 percent versus 8.1 percent) by measuring Dow price appreciation. (Most of
the 20th century's bear markets, incidentally, have been Republican bear markets: the Crash of '29, the early '70s oil shock, the '87 correction, and the current stall occurred under GOP presidents.)

George W. Bush's brother was on the board of directors of a company
providing electronic security for the World Trade Center, Dulles International Airport and United Airlines, according to public records. The company was backed by an investment firm, the Kuwait-American Corp., also linked for years to the Bush family.

The security company, formerly named Securacom and now named Stratesec, is in Sterling, Va.. Its CEO, Barry McDaniel, said the company had a ``completion contract" to handle some of the security at the World Trade Center ``up to the day the buildings fell down."

It also had a three-year contract to maintain electronic security systems at Dulles Airport, according to a Dulles contracting official. Securacom/Stratesec also handled some security for United Airlines in the 1990s, according to McDaniel, but it had been completed before his arriving on the board in 1998.

McDaniel confirmed that the company has security contracts with the Department of Defense, including the U.S. Army, but did not detail the nature of the work, citing security concerns. It has an ongoing line with the General Services Administration - meaning that its bids for contracts are noncompetitive - and also did security work for the Los Alamos laboratory before 1998.

Marvin P. Bush, the president's youngest brother, was a director at Stratesec from 1993 to fiscal year 2000. But the White House has not publicly disclosed Bush connections in any of its responses to 9/11, nor has it mentioned that another Bush-linked business had done security work for the facilities attacked.

Mayor Rudy Giuliani (BIOONE) opens a $13 million emergency command center on the 23rd floor of World Trade Center Building 7. [Newsday, 9/12/01] The center is intended to coordinate responses to various emergencies, including natural disasters like hurricanes or floods and also terrorist attacks. The 50,000 square foot center has reinforced, bulletproof and bomb-resistant walls, its own air supply and water tank, and three backup generators. This command center is to be staffed around the clock and is intended as a meeting place for city leaders in the event of an act of terrorism. [CNN, 6/7/99; ] The emergency command center is ridiculed as “Rudy's bunker.” [Time 12/31/01] Most controversial is the 6,000 gallon fuel tank. In 1998 and 1999, Fire Department officials warn that the fuel tank violates city fire codes and poses a hazard. According to one Fire Department memorandum, if the tank were to catch fire it could produce “disaster.” Building 7 is destroyed late in the day on 9/11; some suspect this tank helps explains why. Engineers and other experts, who quickly came to understand how hurtling airplanes and burning jet fuel had helped bring down the main towers, were for weeks still stunned by what had happened to 7 World Trade Center. That building had housed, among other things, the mayor's emergency command bunker. It tumbled to its knees shortly after 5:20 on the ugly evening of Sept. 11.

As engineers and scientists struggle to explain the collapse of 7 World Trade Center, they have begun considering whether a type of fuel that was inside the building all along created intensely hot fires like those in the towers: diesel fuel, thousands of gallons of it, intended to run electricity generators in a power failure.

Sprayed on the steel, almost like imitation snow in holiday decorations, was a layer of fireproofing material, generally less than an inch thick. Although the fireproofing was intended to withstand ordinary fires for at least two hours, experts said buildings the size of 7 World Trade Center that are treated with such coatings have never collapsed in a fire of any duration.

Most of three other buildings in the complex, 4, 5 and 6 World Trade, stood despite suffering damage of all kinds, including fire. (later to be demoed in Dec 2001)

The fuel tanks were not the only highly flammable materials in the building. But while some engineers have speculated that a high-pressure gas main ruptured and caught fire, there was none in the area, said David Davidowitz, vice president of gas engineering at Consolidated Edison. The building was served only by a four-inch, low-pressure line for the building's cafeteria, Mr. Davidowitz said.

The mayor's command bunker, built in 1998, included electrical generators on the seventh floor, where there was a small fuel tank, said Jerome M. Hauer, director of the mayor's Office of Emergency Management from 1996 to 2000. That tank was fed by a tank containing thousands of gallons of diesel fuel on a lower floor, he said.

A combination of an uncontrolled fire and the structural damage might have been able to bring the building down, some engineers said. But that would not explain steel members in the debris pile that appear to have been partly evaporated in extraordinarily high temperatures, Dr. Barnett said.

N E W Y O R K, May 1 — In the early 1960s (Eisenhower), America's top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba.

Code named Operation Northwoods, the plans reportedly included the possible assassination of Cuban émigrés, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities.

The FAA told NORAD at one point that American Airlines Flight 11 was headed toward Washington, and a commander ordered fighter jets to intercept it. The CIA was also running terrorist simulations on that day that further confused the FAA and NORAD.

Cheney told Defense Secretary Donald Rumsfeld on a recorded phone call that he'd given an order to shoot down three jets over Washington. "And it's my understanding that they've already taken a couple aircraft out," he told Rumsfeld.

Before the smoke had cleared from around the stricken South Tower, a mysterious explosion shot 550 feet into the air above the U.S. Customs House at WTC 6.

The unexplained blast occurred between the burning North Tower and the 47-story Salomon Brothers Building, known as WTC 7, immediately after United Airlines Flight 175 smashed into the South Tower, at about 9:03 a.m.
The explosion at WTC 6 was shown afterward on CNN. But because it was not broadcast as it happened there has been some confusion about when it actually occurred.

The large amount of smoke seen cascading around the South Tower in the video led some observers to mistake the blast for a dust cloud from the subsequent collapse of the tower

AVOIDING THE SUBJECT

Although the Customs House apparently exploded at 9:04 a.m., the government-sponsored investigation was steered away from looking into what had actually happened.

The Federal Emergency Management Agency funded an investigation by the American Society of Civil Engineers. However, investigators were reportedly blocked from the building by an order from the New York City’s Department. of Design and Construction .

Kenneth Holden is commissioner of the DDC, having been appointed by the former mayor, Rudolph Giuliani on Dec. 7, 1999.

Regarding the investigation of WTC 4, 5, and 6, FEMA’s “Building Performance” report says, “WTC 5 was the only building accessible for observation.” But, it adds, “the observations, findings, and recommendations are assumed to be applicable to all three buildings.”

A spokesman for FEMA told AFP that because the building was considered by DDC to be “very dangerous,” there was “no data collection” from WTC 6.
